Exception raised when a cached locale file is not the data this release of Localize was built with.
:reason is :version when the file's version does not match
Localize.version/0, and :content when the version matches but the
file's bytes do not match the SHA-256 hash the release bundles for
it, as for a file downloaded before that data version was final.
